Its all about how smooth something is on a microscopic level.
Roads are very rough, so when light hits it, it bounces off in all different directions.
When its wet, it creates a smooth, level surface that the light/image reflects cleanly off.
Color also has something to do with it too. Objects with dark color, absorb light and don't reflect it. That's why black clothing is hotter in the sun.
I used to know more detail on the subject, but I've had one too many that don't reflect much light.

Mute everthing on the Volume Control and bring them back on at a time to see if you can narrow the problem down to a specific input. And unless you're doing any recording, mute all the recording levels too.
Start with the microphone, that's been the culprit for me before.
Also, it could be a driver issue with the sound card (possibly and IRQ conflict).
What kind of pc do you have?

if i mute all via the volume control then it stops, if i only mute individual one by one theres no effect , it still comes through, the pc is a packard bell with on board sigmatel audio, i wouldnt buy one of these but its my gf's pc
