Surprisenly a Lot of them do. I have Verizon & I get text msgs from Canada & england as of right now.
Verizon says they don't offer it but it always work. The only thing I don't get is confirmations like I do with some of the ones here in teh states with Verizon.
I even had a pager service years ago that I could get pages from out of the country, it was awesome....that or I was just really lucky....

Okay...I'm not up on my German so checking their website didn't do me much good, but I would assume that you can send text messages to any phone that can recieve them, but I would also assume that it would be a seperate charge because its similar to making an international call.
